Penological Factor Allowance at Correctional Service Canada

OTTAWA – We have received a number of inquiries from our members seeking clarification about the status of the Penological Factor Allowance (PFA) owing to Financial Officers at Correctional Service Canada (CSC).

As many members may be aware, article 48.05 of our Collective Agreement states that the applicability of PFA to a position and the position’s level of PFA entitlement shall be determined by the Employer following consultation with the Association. At this stage in the process, the Association has consulted with CSC on a number of occasions regarding this issue and has been working with CSC to resolve it in a timely manner.

CSC has informed us that they are presently gathering the necessary information from the regions and compiling the data in order to commence processing payments of the PFA to our members. At this time, pay action is scheduled to be complete by the February 6, 2008 pay cycle. However, there may be a few cases where final adjustments may take longer.
