CT Collective Bargaining update: Meeting recap, subcommittees, and next steps

The Collective Bargaining Committee (CBC) for the upcoming round of negotiations for members of the CT Group met on September 26 and 27 in Ottawa to continue its work. More than 50 members from across Canada attended in person and online.
Throughout the weekend, committee members worked alongside ACFO-ACAF staff to review the results of the bargaining survey and identify the group’s proposals for this round of negotiations. On October 16, ACFO-ACAF’s Board of Directors reviewed the committee’s recommendations and approved the proposals they put forward.
Collective Bargaining subcommittees
To support the bargaining process, the CBC has been divided into five subcommittees. Each subcommittee has been tasked with researching a specific subject, and the information they gather will help support the negotiating team.
The five subjects being researched by the subcommittees are:
- Recruitment and retention (attracting and retaining talent)
- Offering compensation and terms and conditions comparable to similar occupations (private and public sector – external comparators)
- Appropriate compensation and terms and conditions comparable within the public service (internal comparators)
- Establish compensation and other terms and conditions related to the work performed, responsibilities, and the nature of services
- State of the Canadian economy
A full list of members of each subcommittee is available below.

PSAC strike vote
In case you missed it, the Public Service Alliance of Canada announced strike votes for approximately 120,000 of their federal public service members beginning in November.
ACFO-ACAF members will not be going on strike this round, as we’ve elected for binding arbitration as our dispute resolution mechanism. This decision was made based on the responses to our bargaining survey, where more than 70% of respondents indicated they preferred binding arbitration over a potential strike. This decision was submitted ahead of our notice to bargain on July 9, 2026.
Next steps
The current Comptrollership (CT) Collective Agreement will expire on November 6, 2026. As ACFO-ACAF submitted notice to bargain before the expiry of the current agreement, members will continue to be covered by the terms and conditions of the current collective agreement until a new agreement is reached.
While the subcommittees continue their work in the weeks ahead, ACFO-ACAF’s negotiating team will attend the first bargaining session for the CT Group on October 27 and 28. Although a second bargaining session has not yet been confirmed, we anticipate that it will take place in early December.
ACFO-ACAF is committed to keeping members informed throughout the bargaining process and negotiating a fair agreement that reflects the needs of the CT Community. Should you have any questions about collective bargaining, please contact schamberlain@acfo-acaf.com.
