INFO FOR MEMBERS ON BILL C-25

Bill C-25, Public Service Modernization Act, received Royal Assent on November 7, 2003. It is an Act to modernize employment and labour relations in the public service and to amend the Financial Administration Act and the Canadian Centre for Management Development Act and to make consequential amendments to other Acts. The implementation will be managed by the Human Resources Modernization Implementation (HRMI) DM Committee and the Human Resources Modernization Implementation Secretariat (HRMIS). It is proposed that a C-25 Union/Management Advisory Committee (UMAC) be established and that five union representatives work full-time at the Secretariat. Your President is being proposed as one of the six senior representatives who will sit on the UMAC. We will inform you of the final details once the terms of reference for the UMAC and the names of the senior representatives have been agreed to.
